In March 2006 the Minister for Justice, Equality and Law Reform, Mr Michael McDowell, T.D., established the Working Group on Domestic Partnership to prepare this Options Paper. The preparation of the Options Paper coincided with the wider public debate on the question of according legal status to cohabitants in general and to same-sex couples in particular.
GLEN have developed a 5-year strategic programme called ‘Building Sustainable
Change’ which reflects this ambition, setting out feasible actions based on high expectations of what can be achieved. Funded by The Atlantic Philanthropies and the Irish Government, Building Sustainable Change describes a strategic programme of coherent actions which will deliver greater equality and participation for lesbian, gay and bisexual people so that they can continue to benefit and contribute to a future which we hope will be a different, but even more equal, empathetic and exciting country.
This report seeks a new profile for transsexual people in policy making and service provision. It seeks to contribute to a new and more inclusive context for transsexual people.
This report appears at a time of significant focus on equality and the elimination of disadvantage and social exclusion. New legislation, new strategy, new policy mechanisms and new commitment provide a potent mix and are full of potential.
